Call to Order – Chairman White called the meeting to order at 5:30 p.m. Board members present were J.B. White, Harvey Norris, Burt Jones & Eddie Roberts. Staff members present were Alyssa D. Hopson, Deputy General Manager & Amanda Maddox, clerk to the board.
Approval of Minutes from July 28, 2020 Meeting – Mr. Roberts made a motion to dispense with the reading of, and to approve, the minutes from the July 28, 2020 meeting. This was seconded by Mr. Norris and approved unanimously.
Burt Jones joined the meeting at 5:35 p.m.
Burford Water Treatment Plant Upgrade Proposal- Ms. Hopson presented a proposal from Wiedeman and Singleton Engineering Firm to upgrade the Burford Water Treatment Plant. The Burford Water Treatment was originally constructed in 1990. The primary upgrades are a new chlorine feed system; a new powered activated carbon feed system; corrosion control phosphate blend change; and a new liquid lime system.
The goals of these proposed modifications are on-going compliance with drinking water regulations; improved finished water quality; replacement of obsolete equipment; and provide a more easily maintainable and accessible chemical storage and feed facilities with modern technologies. Mr. Norris made a motion to accept the $295,660 proposal. This was seconded by Mr. Roberts and approved unanimously. A copy of the proposal is attached and made part of these minutes.
Proposed Rock Quarry-Towaliga River Basin-Mr. White reported concerns from Butts County citizens, of a potential Rock Quarry located near the Towaliga River Basin. The Board strongly opposed of such development impacting the Authority’s source of drinking water. A motion was made by Mr. White to oppose the rock quarry. This was seconded by Mr. Roberts and approved unanimously.
Shutdown of the Stewart Water Treatment Plant- Mr. White reported beginning August 10, 2020 the Stewart Water Treatment Plant had to shut down operation for three days, due to the inability to provide safe drinking water. The cause was determined from siltation runoff into the Towaliga River from a current development on Highway 16 West. A motion was made by Mr. White to send a letter prepared by our attorney in reference to the project that caused the shut down. This was seconded by Mr. Norris and approved unanimously.
Manager’s Report
Construction –
Ms. Hopson reported that the crew has started the Yellow Water Creek project and approximately 75% complete.
Ms. Hopson reported that the Hwy. 16 W and Bucksnort road Sewer projects are complete.
Operations Statistics -Ms. Hopson went over the water production, water loss and customer statistics thru July 31, 2020. The average daily finished water pumped to the Authority, Jackson and Jenkinsburg from Burford and Stewart plant was 2.31 million gallons per day, with a maximum of 2.58 million gallons per day. The rolling twelve-month average loss was 4.4% with the current monthly average loss at 10.7%. The total amount of finished water pumped in June by each plant was: Burford: 65 million gallons and Stewart: 6 million gallons.
Water billing for July was $277,275 up 7% from the previous month and up 13% the same month for the previous year. Sewer billing for June was $53,497 up 9% from the previous month and up 9% the same month for the previous year.
Total water accounts numbered 5,777 at the end July with 5,360 of those being active customers.
Financial Report -Ms. Hopson reviewed the financial summary for Water & Sewer Operations, Capital Recovery Fees thru June 2020 and Special Purpose Local Option Sales Tax (SPLOST) through July 31, 2020.
Water Operations income for July was $281,826 with $142,591 in expenses.
Sewer Operations income for July was $53,647 with expenses of $20,295.
Total cash on hand at the end of July was $11,525,518.
