Call to Order – Chairman White called the meeting to order at 5:28p.m. Board members present were J. B. White, Eddie Ford, and Eddie Roberts. Also present was Rae Johnston representing Haisten & Johnston. Staff members present were Alyssa Hopson, deputy general manager, and Amber Eason, clerk to the board.
Approval of Minutes from July 20, 2021 Meeting – Mr. Roberts made a motion to dispense with the reading of, and to adopt, the minutes from the July 20, 2021 meeting. This was seconded by Mr. Ford and approved unanimously.
Presentation of FY 2020 Audit-Rae Johnston gave an overview of the Financial Statements for Fiscal Year (FY) 2020. She reported that the audit went well with no findings. Ms. Johnston noted that the Authority had a $32 million total net position, which was an increase of $859,000 over the previous year.
Ms. Johnston excused herself from the meeting at 5:38pm. Copies of the audit are included and made a part of these minutes.
GDOT Hwy 16 W/ Higgins Rd Roundabout Resolution- Ms. Hopson presented a resolution for Georgia Department of Transportation (GDOT) Project No. 0014159 to convert State Route 16 W and Higgins Road to a single lane roundabout. Mr. Ford made a motion to adopt resolution 21-2. This was seconded by Mr. Roberts and approved unanimously. A copy of the resolution is attached and made part of these minutes.
Sanitary Survey Report – Ms. Hopson presented the Sanitary Survey report issued August 27, 2021 for the June 16-17, 2021 inspection of the water system by staff of the Georgia Environmental Protection Division (EPD). The purpose of the Sanitary Survey is to evaluate the capability of the water system. Staff has forty-five days to address and/or dispute the minor deficiencies that were noted. A copy of the survey is attached and made part of these minutes.
Harkness Road Petition – Ms. Hopson presented a petition for a water extension on Harkness Road. The entire project is 1.75 miles with 8 persons having signed the petition. Tap letters will be mailed to all Harkness Road property owners, giving them 60 days to pre-purchase 1o taps for construction to move forward.
Managers Report-
Truckstop Way Sewage Spill- Ms. Hopson reported on October 8, 2021 there was a sewage spill at the Truck Stop Way Lift Station. The sewer spill was caused by a broken propeller. An estimated 50,000 gallons of wastewater leaked into a nearby minor stream that flows into High Falls Lake.
It was noted that most of the wastewater came from the Ready Pac Salad Plant, the effluent from the plant is largely made up of water used to wash vegetables. A copy of the sewage spill report prepared for EPD is attached and made part of these minutes.
Construction Projects – Ms. Hopson reported the crew will begin looping the water main on GA Hwy 16 W from Wallace Road to Windy Lane. Followed by extending TW Leverette Road water main to Mt. Vernon Church Rd.
Ms. Hopson reported the Brownlee Road – Creekside Apartments water main extension project is 95% complete. The 18 water taps will be installed when the Authority receives the required easement from Andy Williams Surveying, Inc.
Operations Statistics – Ms. Hopson went over the water production, water loss and customer statistics for September. The average daily finished water pumped to the Authority, Jackson and Jenkinsburg from Burford and Stewart plant was 2.4 million gallons per day, with a maximum of 2.92 million gallons per day. The rolling twelve-month average loss of 11% with the current monthly average at 10%. The total amount of finished water pumped in September by each plant was: Burford – 68 million gallons and Stewart – 4 million gallons.
Water billing for September was $265, 717, up .1% from the previous month, up 4% over a rolling 12-month total, and up 6% the same month for the previous year. Sewer billing for June was $50,450, up 5% from the previous month, up 10% over a rolling 12-month total, and up 6% from the previous year.
Total water accounts numbered 5,971 at the end of September with 5,515 of those being active customers. There were 1 new connections sold. There were 196 total sewer accounts at the end of September, with 193 of the being active customers.
Financial Report – Ms. Hopson reviewed the financial summary for Water & Sewer Operations and Capital Recovery Fees for September 2021 and Special Purpose Local Option Sales Tax (SPLOST) through September 30, 2021.
Water Operations income for September was $302, 776 with $260,941 in expenses. Water capital recovery fee revenue for Fiscal Year 2021 thus far was $16, 394 with $0 in expenses.
Sewer Operations income for September was $54,933 with expenses of $56, 073. Sewer Capital Recovery Fee revenue for Fiscal Year 2021 thus far was $14 with $0 in expenses.
For the 2019-24 SPLOST, $1,112,398 has been collected. A SPLOST payment of $81,241.83 was received on October 4, 2021 . Overages in the 2019-24 SPLOST are being covered by temporary transfers from the Water Operations fund.
Total cash on hand at the end of June was $11,699,645. Copies of the September 2021 financial summaries, the consolidated fund balance sheet and the consolidated fund income statement are attached and made a part of these minutes.
